All-Ukrainian Competition of Students’ Research Papers on Artificial Intelligence
General Provisions
- The Competition is held annually to activate the scientific research work of students, stimulate interest in science and technology among youth, and contribute to solving problems and practical tasks in the field of artificial intelligence.
- Students who are pursuing higher education for a Bachelor’s or Master’s degree (hereinafter referred to as students) in higher education institutions of Ukraine, regardless of ownership and subordination, including foreigners and stateless persons studying at these educational institutions, as well as students of higher education institutions of other countries, may participate in the Competition.
- The founder of the Competition is the Ministry of Education and Science of Ukraine (hereinafter referred to as the MES).
- The organizational and methodological support for the Competition is provided by the state scientific institution “Institute for Modernization of Educational Content” (hereinafter referred to as the IMEC).
- The Competition is announced by the order of the MES, which specifies, among other things, the composition of the Organizational Committee, the deadlines for the Competition, and the base institution of higher education for conducting the Competition. The higher education institution where the second stage of the Competition will take place (hereinafter referred to as the base institution of higher education) is approved by the order of the MES for three years.
- During the conduct of the Competition, the processing of personal data is carried out under the requirements of the Law of Ukraine “On Personal Data Protection”.
Objectives of the Competition
The main objectives of the Competition are:
- identification and development of talented students, fostering the realization of their abilities;
- stimulation of creative self-improvement among student youth;
- popularization of scientific achievements, technology, and innovative technologies;
- engagement of leading scientists, academic, and scientific-educational staff in active work with talented student youth;
- formation of teams for participation in international Olympiads, competitions, and tournaments.
Requirements for Scientific Works
- The Competition accepts independently prepared scientific papers by students on artificial intelligence. Scientific works should be research-oriented in nature, without awards from the National Academy of Sciences of Ukraine, government bodies, or other competitions.
- A single scientific paper may have no more than two authors if they have shared materials relevant to the topic of the scientific work, along with one academic advisor. If the authors of the scientific work are students from different higher education institutions, there may be two academic advisors from different higher education institutions.
- Students’ scientific works should be dedicated to the development of new technologies in the field of artificial intelligence and correspond to the current scientific level. They should encompass the justification of the topic and its novelty, the statement of the problem, a review of works in the direction, a formal (mathematical) description of the proposed approach (technology), software whose operation needs to be demonstrated in solving a practical task with an analysis of the results obtained, and conclusions providing directions for possible implementation.
- Scientific works should be formatted according to the following requirements:
- The text should be in Times New Roman font, with 1.5 line spacing, font size 14, on A4 paper, with margins: left – 30 mm, right – 10 mm, top and bottom – 20 mm;
- The scientific paper must have a title page (which only includes the code and the title of the work), a table of contents, an introduction, sections, conclusions, a list of references, and an abstract specifying the relevance, purpose, tasks, research methodology used, and general description of the work;
- Scientific paper must include references to information sources in case of using ideas, statements, or information obtained by other persons;
- The total volume of the paper should not exceed 30 pages excluding appendices and the list of sources;
- Figures and illustrations attached to the work should be arranged on A3 or A4 paper. Scientific papers are submitted in electronic form.
- Scientific works are written in Ukrainian or English.
5. In scientific papers submitted to the Competition, the surname and initials of the author(s) and academic supervisor, as well as the name of the higher education institution, are replaced by a code (no more than two words).
6. Information about the author(s) and academic supervisor of the scientific work is submitted separately under the same code.
7. Scientific works submitted to the Competition that violate the requirements of this section are not allowed to participate in the Competition and, at the decision of the Competition Commission, are withdrawn from consideration.
Conducting the Competition
- The competition consists of two stages:
- the first round – held at higher education institutions;
- the second round – conducted at the base higher education institution.

- the first stage – review of papers;
- the second stage- holding a final scientific-practical conference.
2. To organize and conduct the first round of the Competition at higher education institutions, competition commissions are established by order of the head, to which students submit their scientific papers.
3. Commissions for the first round of the Competition select no more than three scientific works and send them to the base higher education institution within the timeframe specified by the order of the Ministry of Education and Science.
4. A member of the Organizing Committee or a member of the Competition Commission cannot be the academic supervisor of the work.
5. To organize and conduct the second round of the Competition at the base higher education institution, a competition commission of the Competition (hereinafter – the Competition Commission) is formed, the composition of which is approved by the order of the head of the base higher education institution. The Competition Commission includes scientific and scientific-pedagogical workers of the base higher education institution, representatives of other higher education institutions, research institutions, enterprises, public organizations, etc. (with consent), who are experts, developers of new technologies, and authors of scientific publications in the field of artificial intelligence. The number of representatives of the base higher education institution in the composition of the Competition Commission cannot exceed 50% of its approved composition. The head of the Competition Commission is appointed by the head or deputy head of the base higher education institution.
6. During the first stage of the second round of the Competition, the Organizing Committee checks them for signs of academic plagiarism, and the Competition Commission reviews the submitted scientific papers and conducts their review. Each paper is reviewed by at least three reviewers.
7. If signs of academic plagiarism are found in a student’s scientific work, the Competition Commission separately considers this issue and, by its decision:
- confirms the fact of academic plagiarism and removes the relevant scientific work from the Competition, informing the participant and the competition commission of the respective higher educational institution about this fact;
- does not confirm the fact of academic plagiarism and allows the relevant scientific work to continue participating in the Competition.
8. Based on the review results, a ranking list of scientific works (hereinafter – the ranking list) is compiled and published. Discussion and determination of the ranking are conducted at general meetings of the Competition Commission.
9. At its meeting (with at least 2/3 of its composition present), the Competition Commission, based on the reviews, adopts decisions regarding the identification of scientific works, the authors of which are invited to the final scientific-practical conference. Decisions of the Competition Commission are made by a majority vote of its approved composition. In the case of equal votes among the members of the Competition Commission, the chairman’s vote is decisive.
10. The Competition Commission sends invitations (including by email to the author) to the authors of the respective scientific works to participate in the final scientific-practical conference (no later than two weeks before its scheduled date) for a scientific presentation and defence of the work.
If an award candidate is unable to attend the final scientific-practical conference due to objective and independently confirmed reasons (the candidate provides relevant documents to the Competition Commission 10 days before the conference), their participation is allowed via telecommunication means through video conferencing.
By the decision of the Competition Commission, the final scientific-practical conference may also be held via video conferencing.
11. Information about the date of the final scientific-practical conference, lists of invitees to the conference and their scientific works, reviews of all scientific works submitted to the Competition (without data about the reviewer), and the ranking list are posted on the website of the base higher education institution and the Competition no later than two weeks before the final scientific-practical conference.
12. The Competition Commission maintains a register of student scientific works to prevent the possibility of their repeated submission to the Competition.
13. Documentation from the conduct of the second round of the Competition is kept at the base higher education institutions for three years.
Submission and Consideration of Appeals
- To ensure the objective conduct of Stage II of the Competition at the base higher education institution, an appeals commission is established, the number and composition of which are approved by the order of the head of the base higher education institution.
- Members of the appeals commission may be appointed from representatives of the Ministry of Education and Science, the base higher education institution, other higher education institutions, scientific institutions, enterprises, public organizations, etc. (with their consent), who are experts in the field of artificial intelligence. The number of representatives from the base higher education institution in the appeals commission should not exceed 1/3 of its composition.
- Participants of the Competition may submit a written application to the appeals commission within five calendar days after the publication of the ranking list, regarding the unfair assessment of their scientific work.
- The appeals commission, within three working days from the date of receipt of the application, adopts a decision, which is recorded in the minutes of the meeting of the Competition’s appeals commission, and provides it to the applicant.
Determination and Awarding of Competition Winners
- After the conclusion of the final scientific-practical conference, the Competition Commission summarizes the results of the second round of the Competition and makes decisions regarding the determination of the Competition winners and the awarding of diplomas: 1st degree – one winner, 2nd degree – two winners, 3rd degree – three winners.
The author of a scientific work who did not participate in the final scientific-practical conference cannot be a winner. - The scientific works of the Competition winners are published on the website of the base higher education institution and the Competition.
- The Competition Commission sends reports on the conduct of the second round of the Competition to the Institute for Modernization of Educational Content, including the order approving the competition and appeals commissions of the base higher education institution, the minutes of the Competition Commission meeting, a statistical report, and copies of the decisions of the appeals commission protocols (if available).
- The diplomas of the Competition winners are issued by the base higher education institution and signed by the chairperson of the Competition Commission. In case of loss, the diploma is not reissued.
- The scientific supervisors of student works awarded diplomas of the 1st-3rd degrees are acknowledged with gratitude by the Competition Commission.
- To encourage students, the Competition Commission may issue them certificates of participation in the Competition and awards in specific categories.
- Higher education institutions may organize events to honour students who are Competition winners and their scientific supervisors.
- The list of winners awarded diplomas of the 1st-3rd degrees is approved by the order of the Ministry of Education and Science.
Funding of the Competition
- The expenses for organizing the first round of the Competition are covered by the higher education institutions.
- The logistical support for the second round of the Competition, expenses for reviewing works, and conducting the final scientific-practical conference are funded by the base higher education institution and other sources not prohibited by the legislation of Ukraine.
- The expenses for the travel of participants in the second round of the Competition are covered by the higher education institutions and establishments where they study or work.
